Evaluates the workflow directed acyclic graph (DAG) and submits all eligible SPoints (those with status ``initialized`` or ``incomplete`` whose upstream dependencies are ``complete``) for direct local or Slurm execution.

    Limit submission to a specific stage (defaults to all stages).
